Resumo
Este estudo analisará o impacto dos investimentos da Lei de Incentivo à Cultura do município de São Paulo, no cumprimento de seus fundamentos, sobretudo analisando a descentralização dos projetos culturais pelo território paulistano. A Lei Municipal no 15.948/2013, conhecida como Pro-Mac, regula a aplicação do incentivo fiscal à cultura no município de São Paulo, mapeando de modo georreferenciado os investimentos concedidos aos projetos inscritos, buscando compreender o impacto causado pela lei na descentralização do investimento cultural em São Paulo, avaliando em especial se o incentivo cultural atinge o fundamento legal ou se é uma forma de patrocínio indireto, não se consolidando como diretriz política. A fim de atender a este objetivo, a pesquisa partirá da revisão da literatura especializada, de documentos governamentais, coleta de dados da Secretaria Municipal de Cultura, auferindo o potencial de impacto dos investimentos e sua abrangência pelo município.

Abstract
This study will analyze the impact of the investments of the Culture Incentive Law in the city of São Paulo, in the fulfillment of its fundamentals, mainly analyzing the decentralization of the cultural projects for the territory of São Paulo. This Municipal Law no 15.948/2013 is known as Pro-Mac, which regulates the application of tax incentives to culture in the municipality of São Paulo, mapping in a georeferenced way the investments granted to registered projects, seeking to understand the impact caused by the law in the decentralization of the cultural investment in São Paulo, evaluating in particular whether the cultural incentive reaches the legal foundation or if it is a form of indirect sponsorship, not consolidating itself as a political guideline. In order to meet this objective, the research will start from the review of specialized literature, government documents, data collection from the Municipal Secretariat of Culture, obtaining the potential impact of investments and their scope across the municipality.
